Who we are
Top Tier Coverage Advising, LLC is a licensed health insurance agency. Emmanuel “Manny” Lopez is a licensed health insurance producer serving clients in 31 states. We help individuals, families, and small businesses compare and enroll in health coverage.

What this policy covers
This policy describes how we handle information collected through toptiercoverage.net, through our scheduling and quote tools, and in the course of providing insurance services.
As a licensed insurance producer, we are also subject to federal and state financial privacy laws, including the Gramm-Leach-Bliley Act and state insurance privacy regulations. Where those laws impose stricter obligations than this policy describes, those laws control.
Information we collect
Information you give us directly. When you book a consultation, request a quote, or contact us, you may provide your name, email address, phone number, ZIP code, and anything you choose to tell us about your situation.
Information collected during the insurance process. If you move forward with an application, we collect what carriers and marketplaces require to quote and enroll you. Depending on the product, that can include date of birth, household size and composition, income estimates, Social Security number, current coverage details, the doctors and prescriptions you want covered, and health history.
Health information. Some coverage — particularly medically underwritten plans — requires health information to determine eligibility and pricing. We collect this only when it is necessary for the coverage you are seeking, and we use it only for that purpose.
Information collected automatically. Like most websites, ours records IP address, browser and device type, pages visited, and referring site. Our site is hosted on Squarespace and uses analytics tools that set cookies.
Information from others. We may receive information from insurance carriers, the federal Health Insurance Marketplace, state-based marketplaces, and people who refer you to us. We do not purchase contact information or use purchased lead data.
How we use it
- To answer your questions and prepare quotes
- To submit applications to carriers and marketplaces on your behalf
- To service your policy — renewals, claims questions, plan changes
- To communicate with you about your coverage and about enrollment deadlines
- To meet our legal, regulatory, and recordkeeping obligations as a licensed producer
- To improve how the website works
Who we share it with
Insurance carriers and marketplaces. To quote and enroll you, we submit your information to the carriers you are considering, and to HealthCare.gov or your state’s marketplace where applicable.
Service providers. We use third-party tools to run our business — website hosting, appointment scheduling, email, and analytics. They receive only what they need to perform their function and are not permitted to use your information for their own purposes.
When required by law. Including in response to lawful requests from regulators, such as state departments of insurance, and to comply with our recordkeeping obligations.
We do not sell your personal information. We do not sell or share it with third parties for their own marketing purposes. We do not sell leads or lead information, ever.
Cookies and tracking
Our website uses cookies for basic functionality and analytics — understanding which pages people visit so we can improve them.
You can control cookies through your browser settings. Some browsers offer a Global Privacy Control signal; where required by law, we treat it as a valid opt-out request.
How long we keep your information
As a licensed insurance producer, we are required to retain records of insurance transactions for periods set by state law and by our carriers — generally several years after a policy ends.
Information from people who contacted us but never became clients is kept only as long as necessary for the purpose it was collected, or as required by law.
Your rights
Depending on where you live, you may have the right to:
- Know what personal information we have about you
- Get a copy of it
- Correct information that is wrong
- Ask us to delete it
- Opt out of targeted advertising or the sale of personal information
- Not be treated differently for exercising these rights
To make a request, email Manny@TopTierCoverage.net or call (757) 281-8178. We will verify your identity before acting, and respond within the timeframe your state’s law requires — typically 45 days. If we decline a request, we will tell you why, and you may appeal by replying to our response.
Some rights do not apply to information we are required to keep as a licensed insurance producer, or to information covered by federal financial privacy law.
Security
We use reasonable administrative and technical safeguards to protect your information. No method of transmission or storage is completely secure, and we cannot guarantee absolute security.
If you need to send sensitive information — a Social Security number, health details, financial information — please do not email it. Call us, or ask for a secure method.
Children
Our services are for adults. We do not knowingly collect information from children under 13 through this website. We do collect information about minor children when a parent or guardian is enrolling them in family coverage — that information comes from the adult, for that purpose only.
Changes to this policy
If we make material changes, we will update the date at the top and post the revised policy here.
